State Level Coordination Committee (SLCC) constituted at the Government level is the policy level body for Decentralised Planning in Kerala. The Coordination Committee, which was constituted in the initial years of People’s Plan Campaign, is headed by the Minister for Local Self Government with the Member (Decentralized Planning) of State Planning Board, Government Secretaries of Local Self Governments, Finance, Planning and SC/ST Development, and heads of sectoral departments connected to local governance as members. The functions of this committee are: (i) regularly review the implementation of local level Plans (ii) identify issues for follow up action at the Government level (iii) initiate policy decision making on the issues so identified (iv) provide clarifications to the Local Governments on various issues confronting them and (v) take other decisions as may be required to require effective decentralization. The Co-ordination Committee is fully empowered to take decisions on various issues related to decentralization and local level planning except those matters which require the approval of Council of Ministers. The complaints of Local Governments regarding the decisions of District Planning Committees on the approval of Annual Plan and decisions of the appeal committees on projects at the District and State level are also considered by the State Level Co-ordination Committee.
