IMPACT Kerala Limited (IKL) is a SPV under Local Self Government Department, Government of Kerala for establishing major infrastructure projects for local bodies (LBs) across the State. IKL is an implementing agency for Sewage Treatment plants (STPs), Feacal Sludge Treatment Plants (FSTPs), Modern Abattoirs, Modern Markets, Modern Gas Crematoriums and Municipal office building projects funded by Kerala Infrastructure Investment Fund Board (KIIFB) and Rebuild Kerala Initiative (RKI). In the liquid waste management (LWM) sector IKL is dealing with STP and FSTP projects. Currently, there are two STP projects ongoing; one at Ottappalam Municipality, funded by KIIFB and another at Mayyanad Grama Panchayath, funded by RKI. Also, two FSTP projects are ongoing; one at Cherthala Municipality and another at Varkala Municipality, both being funded by RKI. Many other projects are in the DPR preparation stage.

The DPRs prepared by the LBs are submitted to IKL for verification and onward submission to the funding agency. Once Administrative Sanction is obtained from the funding agency, IKL initiates the Technical Sanction and Tendering processes. IKL is tendering the LWM projects on Design-Built-Operate (DBO) model with open technology. The contractor has the freedom to choose the treatment technology, but has to get the design and drawings vetted from IIT/NIT/government engineering colleges etc. The technical and financial capabilities of the bidders are evaluated and agreement entered with the selected contractor. The contractor has to establish the treatment plant and operate it for 10 years before handing over to the LB. IKL will handhold the LBs from DPR preparation stage upto handing over the asset after 10 years Operation and Maintenance (O&M).
