Transferred Institutions

One of the features of the Big Bang was the transfer of service delivery institutions under the State government whose services fell within the domain of local governments. These included health institutions (Primary health centres, community health centres, taluk hospitals and district hospitals), including institutions of Indian systems of Medicine and Ayurveda, schools (lower primary, upper primary, high school, Higher secondary schools, vocational higher secondary schools), anganwadis and government nursery schools, Agricultural offices, agricultural farms, veterinary clinics, local hatcheries, Matsyabhavans, Prematric hostels for SC and ST students etc. Transfer of institutions meant transfer of the infrastructure and personnel for the purposes of operation and maintenance. The State Government institutionalised a template of dual control, where the parent department continued its control and ownership of these institutions, but the local governments utilised their services as implementing officers of sectoral programmes connected to their domains. The need based investment that local governments undertook for the institutions also meant that there was far more equitable utilisation of resources for development of these institutions as well as for operational maintenance.
