People’s Planning: Plan Formulation in LSGIs

Kerala operationalized a framework for local development plans to be prepared and implemented in a participatory manner. This started with a massive campaign to bring people into the decentralized planning process, the experience of which was iteratively modified and clarified to develop the framework.  The development of support systems, including the digital infrastructure under the Information Kerala Mission, the District Planning Committee, and the institution of a strong community network of women working in tandem with the local governments  under Kudumbashree, are corollaries to this exercise.

The plan formulation process involves working groups headed by ERs  and convened by officers of the LSG who come up with project ideas, gram/ward sabhas that identify needs and discuss the project ideas followed by development seminars where the contours of the multi sectoral plans are finalised. The process is supervised by the LSG council and the Planning Committee constituted for the purpose. All the plans are entered on the Sulekha software, and submitted to DPC for approval. Arrangements are in place for technical vetting of projects. Implementing officers are decided by the LSGs on the basis of the nature of the project and the available HR from LSG institutions including those transferred to the LSG. These plans are prepared within the five year plan framework and annual plan framework that continually adapt to development needs and contexts.
