The State Government has moved decisively to accelerate urban development and governance reforms by sanctioning 170 new specialist posts across its Urban Local Bodies (ULBs). This action is a direct response to the requirements of the Ministry of Finance, Government of India’s Scheme for Special Assistance to States for Capital Investment (SASCI) 2025-26, Part X, which links financial incentives to key urban reforms.

The sanction, formalized under G.O.(Ms)No.227/2025/LSGD, targets the Governance Reforms (Part X A) component of the SASCI scheme, which carries an allocation of ₹250 crore in special assistance funds. By creating and filling these essential technical and financial positions on a five-year contract basis, the state aims to secure its full pro-rata share of the central funding for capital investment projects.

The Mandate: Building Municipal Cadres

SASCI Part X A specifically mandates the creation of technical posts to build professional municipal cadres, thereby improving urban governance, planning, and financial management.
