Kerala Solid Waste Management Project (KSWMP)
The Kerala Solid Waste Management Project, a joint intervention of the State and the urban local bodies (ULBs) has been designed to strengthen the existing solid waste management system with the aim of ensuring that the towns and cities of Kerala are clean and livable. The Government of Kerala is being supported by the World Bank and the Asian Infrastructure Investment Bank (AIIB) in this project, which will help the state adopt global best practices in managing its solid waste. The project supports solid waste management in the 93 Urban Local Bodies in the State. The project implementation duration is 6 years (2021-2027). The project comprises three components.
Institutional development, capacity building, and project management:
It consists of the following sub-components: (i) technical assistance (TA) to state agencies; (ii) TA to urban local bodies (ULBs); (iii) solid waste management (SWM) skilling, training and awareness generation, and information education communication (IEC) support; and (iv) project management support.
Grant support to ULBs for SWM
KSWMP provides grants to the participating ULBs for the improvement of their SWM systems and capacities.
Development of regional SWM facilities
KSWMP finances the construction, rehabilitation, closure, remediation, and equipment (as the case may be) of facilities servicing more than one ULB. KSWMP funds are allotted to the Urban Local Bodies in addition to the budget provisions given as Plan funds by the State Government.
As part of this project (funded by the World Bank and AIIDB), a total outlay of 2400 cr has been earmarked for capacity building, procurement of SWM goods, dumpsite remediation and regional infrastructure. KSWMP has been supporting ULBs in preparing SWM plans after conducting a proper waste quantification survey and scientific gap analysis of existing infrastructure. The SWM plan aims to address the existing gap in bio and non-biodegradable solid waste management with sustainable facilities including women and labour-friendly amenities, appropriate proper vehicles for the transportation of waste etc.
