Rashtriya Grama Swaraj Abhiyan (RGSA) is a centrally sponsored scheme with Central and State share (60:40) proposed to develop and strengthen the Panchayati Raj System across India in rural areas. Currently the project is proposed as Revamped Rashtriya Grama Swaraj Abhiyan from 2022-2026. The project is aims to enhance the capacity building of Elected Representatives (ERs), Functionaries and Other Stakeholders of Panchayati Raj Institutions (PRI’s) content aligning with National and Local aspirations. The trainings are focusing in 9 thematic areas aligned to various level for Localization of Sustainable Development Goals at grassroot level.
Director, Rural (LSGD) is the nodal officer of RGSA Kerala. Presently the Capacity Building and Training (CB&T) activities are being implemented by Kerala Institute of Local Administration (KILA). Along with that a State Project Management Unit (SPMU) at Principal Directorate LSGD, 14 District Programme Management Units (DPMU) at the office of District Joint Directors LSGD and 152 Block Program Management Units (BPMU) are functioning at the State for providing expert support for LSGIs in terms of human resource. Technical support, Data management and analysis, project based support and implementation of various IEC activities are the major areas handled by these human resource.
Capacity Building and Training, Institutional infrastructure and Human Resource, Distance learning facility through SATCOM/ IP based Virtual Class Room/ Similar technology, Support for Panchayat Infrastructure, Program Management Unit (PMU), E-enablement of Panchayats, Special Support for strengthening grama sabha in PESA area, Support for Innovation, Project based support for Economic Development and Income Enhancement, IEC Activities and Program Management are the 11 components of Revamped RGSA.
