ഡിജിറ്റല്‍ ഗവേര്‍ണന്‍സ്
ഐ.കെ.എമ്മും ഡിജിറ്റൽ ഗവേണൻസും
കേരള സർക്കാരിന്റെ തദ്ദേശ സ്വയംഭരണ വകുപ്പിന് കീഴിലുള്ള ഒരു സ്വയംഭരണ സ്ഥാപനമാണ് ഇൻഫർമേഷൻ കേരള മിഷൻ (ഐകെഎം). ഐസിടി ആപ്ലിക്കേഷനുകൾ വഴി തദ്ദേശ സ്വയംഭരണം ശക്തിപ്പെടുത്തുക എന്നതാണ് ഇതിന്റെ ദൗത്യം. കഴിഞ്ഞ 25 വർഷത്തിനിടെ കേരളത്തിലെ 1200 തദ്ദേശ സ്വയംഭരണ സ്ഥാപനങ്ങളെയും കമ്പ്യൂട്ടർവൽക്കരിക്കുകയും നെറ്റ്‌വർക്ക് ചെയ്യുകയും ചെയ്തിട്ടുണ്ട്. തദ്ദേശ സ്വയംഭരണ ഭരണം, വികേന്ദ്രീകൃത ആസൂത്രണം, തദ്ദേശ സിവിൽ സേവനങ്ങൾ എന്നിവയുമായി ബന്ധപ്പെട്ട പ്രവർത്തനങ്ങളുടെ ഡിജിറ്റലൈസേഷന്റെ മുഴുവൻ ശ്രേണിയും ഐകെഎമ്മിന്റെ പ്രവർത്തനങ്ങളിൽ ഉൾപ്പെടുന്നു.
ഇന്ന്, വികസന പദ്ധതികളിൽ മികച്ച തീരുമാനമെടുക്കുന്നതിന് ആവശ്യമായ ഡാറ്റാബേസ് പിന്തുണ ഐകെഎം നൽകുന്നു, മെച്ചപ്പെട്ട പൊതു സേവനങ്ങളും പ്രതികരണശേഷിയുള്ള പ്രാദേശിക ഭരണവും വാഗ്ദാനം ചെയ്യുന്നു, കൂടാതെ നിരവധി തദ്ദേശ സ്വയംഭരണ സ്ഥാപനങ്ങളിൽ സുതാര്യത, പങ്കാളിത്തം, നീതിയുക്തമായ തീരുമാനമെടുക്കൽ എന്നിവയ്ക്കായി ഇൻഫർമേഷൻ കമ്മ്യൂണിക്കേഷൻ ടെക്നോളജികൾ (ഐസിടി) ഉപയോഗിക്കുന്നതിന് സമൂഹത്തിന് ആവശ്യമായ കഴിവുകൾ നൽകുന്നു.
പ്രോജക്റ്റ് സമയരേഖകൾ
- August 1999 – Formation of the Mission
- June 2000 – System study document in 7 volumes (appx. 3000 pages) covering all aspects of the local governments prepared with the participation of the local government personnel.
- September 2000 – Pilots initiated in 5 Grama Panchayats
- December 2002 – Jan 2003 – Janasevanakendrams inaugurated in Kozhikode, Kochi, Thrissur and Kollam Corporations
- January 2003 – Full fledged pilot initiated in Vellanad Grama Panchayat.
- March 2004 – The hospital kiosk programme conceptualised and detailed programme finalised
- October 2004 – Janasevanakendram established in Thiruvananthapuram Corporation, thereby covering all the 5 Municipal Corporations
- March 2005 – July 2005 – Janasevanakendrams established in all the 53 Municipalities, covering all the urban local governments in Kerala
- July 2005 – Second full-fledged pilot initiated in Thalikulam Grama Panchayat
- July 2005-March 2006 – Establishment of 110 Hospital Kiosks in 5 Corporations for the quick registration of births and deaths, and delivery of certificates within 24 hours
- September 2020 – 1st Phase ILGMS launched in 153 Grama Panchayats
- September 2021 – 2nd Phase ILGMS launched in 156 Grama Panchayats
- April 2022 – 3rd Phase ILGMS launched in 632 Grama Panchayats
- January 2024 – K-SMART launched in all Urban Local Bodies (93)
