Aged Friendly LSG
The aged constitute nearly 14% of Kerala’s population and therefore investing in their wellbeing has become a matter of priority. Aged-Friendly Local Governance stands for elderly-centric local planning and governance through integrated efforts of various agencies working for the welfare of older persons (public and private) under the coordination and leadership of Local Governments.
The AFLG programme envisages a shift from welfare to rights-based, inclusive orientation. Aged-friendly health services, social security arrangements, legal support, participatory arrangements for the aged, aged-centric planning, aged-centric infrastructure, family empowerment programmes, soft skills and life skills programmes, income generation and livelihood programmes, palliative care, IEC for AFLG are the major components ensured by the local governments of Kerala to achieve aged friendly status.
Five percentage mandatory fund allocation for the welfare and development of the aged- apart from other sectoral allocations, pakalveedu (day care centre and aged resource center), geriatric clubs and other self-help groups of elderly, special grama sabha of the aged, palliative care arrangements etc. have prompted several LSGs of Kerala to achieve aged friendly status. In several LSGs, Anganwadi centres also act as daycare centres for the aged.
Chittumala Block Panchayath, situated in the Kollam district of Kerala, India, serves as a pivotal local governing body overseeing the development of multiple panchayats and villages. Dedicated to fostering sustainable growth and inclusive governance, the panchayath initiates various developmental projects, social welfare initiatives, and infrastructure improvements to enhance the lives of its residents. Embracing its cultural heritage and prioritizing social cohesion, Chittumala Block Panchayath endeavors to create a thriving and harmonious living environment, laying the foundation for a promising future for all citizens. One of the hallmark achievements of the Chittumala Block Panchayath is the establishment of the 'Inchavila' Government Vriddhasadanam, an Old Age Home catering to the elderly population within the block. Initially rented in 1997, the institution transitioned into its permanent building in 2007 and currently accommodates 84 residents. Equipped with modern amenities including a well-equipped kitchen, comfortable living spaces, medical facilities, and recreational areas, 'Inchavila' Old Age Home prioritizes the physical and mental well-being of its residents. Recognized for its exemplary service, the institution received the Department of Social Justice's award for the best service in 2022, underscoring its commitment to providing high-quality care and support to the elderly population within the Chittumala Block Panchayath.
Mullurkkara Grama Panchayat is located in Wadakkanchery Block Panchayat. Under the theme of health-palliative treatment and elderly-friendly activities, Mullurkara Gram Panchayat takes pride in being the first to establish a Pakalveedu (Day Home) and Elderly Park. For the year 2019-20, a district panchayat share of Rs. 5 lakh was allocated. The work commenced in 2021-22. Loneliness during old age not only leads to lifestyle diseases but also induces significant psychological stress in the elderly. This project aims to provide a designated space for the elderly to gather, socialize, and share. The Elderly Park offers a small library and a beautiful park, providing an avenue for them to come together in the morning and share their thoughts and concerns. Moreover, there is an exclusive women’s gymnasium attached, catering to their fitness needs. The park also includes play equipment for children, promoting intergenerational interactions. This project has proven to be highly beneficial, as it revitalizes the elderly, reminding them that they still have many resources to share and contribute, thereby alleviating the anxiety of loneliness and keeping them actively engaged in mainstream activities.
