Kerala has an excellent track record in the country as far as the progress in achieving SDGs is concerned. It has also been the pioneer in localising SDGs through its strong local Governments. Kerala is a pioneer in establishing Child-Friendly Local Governments, Disabled-Friendly Local Governments, Aged-Friendly Local Governments, and a robust community-based Palliative care system under the local governments. KILA is the National Resource Organisation in the localisation of SDGs.

Localizing SDGs in Kerala

Tracking the progress of the monitorable indicators is but one aspect of working towards the SDGs. The SDGs provide an opportunity to rework the focus of developmental interventions from mere implementation of schemes to ensuring and measuring outcomes. Another aspect is that while the SDG is located in one sector or department, its fruition requires the collaborative effort of  multiple agencies and stakeholders. Community engagement for tracking and for participatory governance is also essential. This is where the local governments and community structures within the local government become significant. The local is the theatre of action for convergence and integrated action leading to realisation of the goals.

The KILA training plan encompasses ten themes in Kerala state:

  • Theme 1: Poverty-free and enhanced livelihoods village
  • Theme 2: Healthy Village
  • Theme 3: Child-friendly village
  • Theme 4: Water-sufficient village
  • Theme 5: Clean and Green Village
  • Theme 6: Self-sufficient infrastructure in the village
  • Theme 7: Socially secured village
  • Theme 8: Village with Good Governance
  • Theme 9: Engendered Development in Village
  • Theme 10: Quality of Education
