Information Kerala Mission ’s Legacy Applications

IKM’s legacy applications which handled matters ranging from civil registrations to council meetings are being replaced by ILGMS and K SMART.
1. Sevana (Births, Deaths and Marriages)
The software used to handle registrations of births, deaths and marriages, minor and major corrections, issue of various types of certificates to the public, name inclusion and corrections, non-availability of registration certificate, birth order certificates etc. The hospital Kiosk module also is a part of this. A past data capture module was also available for capturing for capturing legacy data

This software handles disbursement of various pensions handled by local Governments like agriculture labour pension, national old age pension, widow pension, special disability pension, unemployment wages, pension for unmarried women above the age of 50 etc. and social welfare schemes like National Maternity Benefit Scheme, support for marriage of poor widows, daughters, support for marriage of women in SC/ST families, support for thatching of houses of SC’s families, medical assistance for members of SC/ST families, attending for PSC examination, Balika Samridi Yojan etc.

This software handles preparation of payroll of employees and transactions relating to provident fund like membership, nomination, subscription, temporary advance, on refundable advances, PF Insure, settlement of claims of nominee. PF accounting available only for employees of three tier panchayats. Faster disbursement of payroll and easier handling of PF transactions. Payroll module is currently functional in all urban local governments

This software handles various aspects of plan formulation, plan expenditure and monitoring of annual plan of Local Governments. Information on Local Body Plan, available in the public domain can substantially enhance transparency in decentralised plan process leading to better participation. Improvement in plan project management leading to better quality of delivery of development projects.

This software is a virtual encyclopaedia on acts, rules court orders, Government Orders and circulars on Local Government functioning. Dissemination of legal information. Quick reference, Key word search facility. Substantial improvement in back office performance following availability of right information at the right point at the right time

This software handles all accounts related operations in Local Governments including preparation of cash book, ledgers, and annual financial statements. This ensures transparency in financial operations of Local Governments. Recording of account transactions through receipts, vouchers, workbills, contingent bills and generating various books of accounts and statements can have substantial impact on accountability. Handling of works related to accounts can streamline public works implementation substantially.
This software is a Workflow Application handling file movement, file tracking, grievance handling and providing up to date information on the status of public service transactions and back end operations. Information centre service on status of public service delivery. It has engendered substantial improvement and order, in back office transactions through faster and superior processing and decision making, better accountability and reporting.
This is a software that handles electronic budget preparation, integrating local Government plan budget and own fund budget. Information on developmental initiative in the public domain can contribute to transparency in Local Government functioning leading to better participation and better financial control.
This software handles collection of various sources of revenue including property tax, profession tax, entertainment tax, advertisement tax, issue of licenses relating to dangerous and offensive trades, license for prevention of food adulteration, various other licenses, rent on land and buildings, fines and fees etc. Facility for easy payment at Janasevanakendrams and faster delivery of licenses and certificates. Substantial improvement in backend process relating to revenue collection, accounting, processing and financial management.
This is a Portal on various aspects of Local Government functioning covering geography, local situations, policy, local economy and public services. It contributes substantial dissemination of information on Local Governments, consolidation and validation of information on Local Governments and is a mechanism for updating the information periodically makes it possible to avoid several periodicals.
This software handles agenda notes and minutes of meetings of Local Government Committees, various Standing Committees and Grama Sabhas, better information to the local community on decisions taken by the Local Government and its statutory fora. This Decision Support System makes decisions much more objective and scientific.
IKM has developed a spatial database in select local governments using Geographical Information System (GIS). The Sachithra application with a map based graphical user interface can be used to retrieve and present this data in conjunction with other non-spatial database. This is planned to be deployed only in a few select local governments especially where a spatial database is built up through premises mapping.
