People’s Plan Campaign (9th Five Year Plan)
People plan campaign was inaugurated on 1996 August 17 (1171 Chingam 1)setting a new milestone in decentralisation of powers.
- A 400 member advisory committee headed by EMS Namboothirippad and Chief Minister EK Nayanar, Leader of Opposition, former chief ministers, ministers, representatives of all political parties, people’s representatives, experts, activists of various organisations as members was formed. An executive committee headed by Chief Minister was also constituted.
- State planning board headed by vice-chairman Prof. I S Gulati was entrusted with the implementation of the process.
- A special Planning Cell was formed under the State Planning Board.
- Around 30%-40% of the state plan fund was allocated to the local self-government.
- A methodology evolved for participatory planning
- Ensured the active participation of people in the planning process.
- An innovative and creative model Kerala adopted to realise the concept of democratic decentralization.
- Voluntary Technical Corps were formed to provide voluntary technical support to local self-governments for plan preparation, plan vetting and implementation.
People's Planning process in IXth Plan
- Decision for devolving 35-40% of state plan to the Local Self Governments.
- A formula has developed for devolutions.
- Allocations included in the state budget – Separate document.
- Allowed consent to tap other resources and gave access to loans
- Local development plan made mandatory
- well defined activity mapping of work based on the subjects and institutions transferred.
Clear guidelines for planning
- Planning Gramasabhas: Discussing for listening developmental problems and solutions
- Development Document: Analysis of development status, local resource prospects
- Development Seminars: preparation of project proposals
- Working Groups: In the development seminar, various working groups of experts are formed on various subjects. The proposals are then converted into projects.
- Plan document: Pool of project proposals based on available resources and needs.
- Back to the Gramasabha once again: Final discussion on the plan document
- Projects at block and district panchayat level
- Projects are examined and approval by district planning committee and expert committee.

- A massive programme for capacity building
- Training at all different levels and stages
- Extensive training programmes at all stages from the state level to the local level.
- Resources persons at various levels.
- State-level Key Resource Persons (KRPs)
- Block-level resource persons, District Resource Persons (DRPs)
- Volunteers and experts (voluntary technical corps) who work without pay
- Technical review committees-Expert committees at the block, district, municipality, and state level.
