SPM RURBAN Mission - LSGD

The Shyama Prasad Mukherji Rurban Mission (SPMRM) of the GOI aimed at developing rural areas which are peri-urban or have urban characteristics by provisioning requisite economic, social and physical infrastructure facilities. The aim was to provide urban amenities and services in specified rural areas.

    As per mission norms, Rurban Clusters had been identified by the state. A ‘Rurban cluster’, would be a cluster of geographically contiguous villages with a population of about 25000 to 50000 in plain. Clusters of villages would follow administrative convergence units of Gram Panchayats. The clusters are planned to develop as smart villages by focusing on economic development, infrastructural support, skill development and promotion of entrepreneurial activity.  

     The clusters are selected based on specific demographic and development criteria.  Once the cluster is selected, the Integrated Cluster Action Plan (ICAP) is Prepared based on the Investment requirement estimated and the identification of resources through convergence. Central, State and Local Government schemes are converged for this purpose. The ICAP is originally discussed and vetted at the panchayat level, where resource convergence is effective.  The balance amount would be the amount requiring Critical Gap Funding (CGF) under this Mission. 

A CGF of Rs 30 Crores will be provided to each cluster (with a share of 60:40 between Central and State Governments). Altogether 13 clusters have been selected under the scheme in 10 districts. “Thirunelly Grama Panchayat” in Mananthavady Block in Wayanad district has been approved as the new Tribal Cluster under the National Rurban Mission.
