The purpose of Atal Mission for Rejuvenation and Urban Transformation (AMRUT) is to ensure that every household has access to a tap with the assured supply of water and a sewerage connection, increase the amenity value of cities by developing greenery and well maintained open spaces (e.g. parks) and reduce pollution by switching to public transport or constructing facilities for non-motorized transport (e.g. walking and cycling). The Priority zone of the Mission is water supply followed by sewerage. Rejuvenation of water bodies, green spaces, and parks are other components. Outcome-based funding is a major feature of AMRUT 2.0. Funding for the projects under AMRUT & AMRUT-2.0 will be shared by the Centre, States/ UTs and ULBs.The AMRUT 1.0 cities of Kerala are Thiruvananthapuram, Kollam, Kochi, Thrissur, Kozhikode and Kannur Corporations, and Alappuzha, Guruvayur and Palakkad Municipalities. All 93 Urban Local Bodies in Kerala are included in AMRUT-2.0 except for the Sewerage and Septage sector, which covers only the ULBs included under AMRUT 1.0.

Water Supply Sector

  • Achieved 165 MLD treatment capacity through 5 WTPs. (Target 6 WTP of 265 MLD)
  • 84,746 new Tap connections have been provided
  • 9 Km Water supply network has been completed
  • Water Tanks (19 OHSR & 1 GLSR) with a storage capacity of 365.5 Lakh litres have been completed. (20 out of 20 Water Tanks).
  • 21 Water KIOSKs installed.
Sewerage Sector
  • Total Projects: 152 Nos. | Completed: 126 Nos.
  • 7 STPs have been completed with 28.2 MLD of 10 STPs.
  • 2 Mobile Septage Treatment Plants with a treatment capacity of 20 KLD have been commissioned.
  • 2 STPs (Kollam & Kochi) are in progress, and one is tendered (Trivandrum)
  • 2 FSTPs are in progress (Kannur, Palakkad) and 2 are in pending.
  • 79 Km. Sewer network has been completed
  • 1657 Sewer connections were provided, and 86,975 households were covered under septage management.

  • Reforms implementation:
    • ₹ 59.82 Cr. has been received as an incentive.
    • Got score of 82.49%, ranks 7th in Urban Reform implementation (as per MoHUA RANKING).
    • Credit rating has been completed in 9 Mission cities.
  • Capacity building:
    • 2493 functionaries have been trained
  • Energy conservation:
    • 2 lakh conventional streetlights have been replaced with energy-efficient LED lights.
    • The Energy Audit report has been submitted for 9 Mission cities, and 31 water pumps have been replaced as part of it.
  • GIS-based Master Plan
    • For 9 mission cities has been prepared and approved by the Government.
  • Local Area Planning and Town Planning Scheme (LAP/TPS) has been taken up in Thiruvananthapuram city.

AMRUT 2.0 was launched on 1st October 2021 to make cities “Water Secure”.

It is being implemented in all 93 Urban Local Bodies in Kerala.

The projects are taken in 4 sectors: Water Supply (Universal Coverage), Sewage & Septage Management (in 9 AMRUT cities only), Waterbody Rejuvenation, and Green Spaces and Parks.

Total Outlay/ Approved Project Cost: Rs. 3495 Cr.

Approved Central Assistance: Rs. 1374 Cr.

 Project Sanctioned so far (SWAP1&2): 452 (Worth Rs. 2411 Cr.)

SWAP3 projects (Final Tranche):  299 (Worth Rs.1240.35 Cr.) approved by SHPSC and will be submitted to MoHUA by this month.

Activities Under Amrut 2.0 Other Than Projects:
  • Reforms Implementation: Improving delivery of citizen services, bringing down the cost of delivery, improving financial health, augmenting resources and enhancing transparency.
  • IEC (Information, Education & communication): 
  • Technology Sub-Mission (Promoting Startups): identifying the proven and potential global technologies in the water and sanitation sector. Entrepreneurship/start-ups involved in low-cost indigenous equipment and processes will be encouraged. Start-ups will be selected through a challenge and provided financial assistance.
  • Capacity Building: 
  • GIS Based Master Plan: – for class II towns with population 50,000 to 99,99
  • AMRUT Mitra: – To create sustainable livelihood opportunities for SHG women from the water management projects, foster their skills, raise the community awareness about water conservation & reuse, etc.
  • NUDM (National Urban Digital Mission): – The National Urban Digital Mission (NUDM) is a pilot project under AMRUT 2.0, focused on the online delivery of urban services using shared digital infrastructure across the country. Kerala has been selected for the pilot implementation.

  • IEC: Jalam Jeevitham Phase 2 is an IEC campaign organised by AMRUT 2.0, for disseminating awareness on conservation of water resources and promotion of sanitation among the student community and the General public.
    • Jalam Jeevitham Phase 1 – was a ‘Campus-to-Campus campaign’ in the year 2023
    • The Jalam Jeevitham Phase 2 – is a campaign with a bottom line as ‘Campus to Community’ campaign in the year 2024
  • GIS-based Master plan preparation for Class II cities has been initiated in 49 ULBs.
  • Technology Sub-Mission: 7 Startups have been selected and onboarded from Kerala
  • AMRUT Mitra:
  • SHG Women are trained in meter reading, water quality testing and Mitra activities.
  • Work has started at the ULB level (park rejuvenation, water meter reading, water quality testing, etc.).
  • Tree plantation has been done as part of the “Women for Trees” Campaign.

 

  • Jal Hi Amrit: 15 STPs have been selected by MOHUA for the incentive (7.5 Cr. received)
  • NUDM (National Urban Digital Mission): It is a pilot program under AMRUT 2.0. The Implementing Agency is IKM. The fund approved (22.5Cr.) will be utilized for K-Smart development activities.
  • Deployment of Mobile Septage Treatment Unit (MTU) at Sabarimala: Under the AMRUT 2.0 IEC initiative, four Mobile Septage Treatment Units (MTUs) have been deployed at Sabarimala, ensuring efficient and sustainable treatment of septage waste. These units are crucial in maintaining pilgrim centre hygiene, preventing environmental contamination, and promoting a Clean & Green Sabarimala. Given the massive footfall during the pilgrimage season, proper waste management is essential to safeguard public health and the pristine ecosystem of the region. By implementing advanced septage treatment solutions, AMRUT reinforces its commitment to sustainable urban sanitation, ensuring a cleaner and healthier environment for devotees while upholding the sanctity of this revered pilgrimage site.
  • Vruthi Conclave 2025: A workshop/ Sessions in the thematic area of Liquid Waste Management has been conducted by AMRUT as part of the Vruthi Conclave 2025.
  • Stakeholder Consultation Worksop on Urban Planning Reforms under SSASCI 2025-26 conducted with officials from MoHUA leading the sessions. Around 100 participants from various departments and agencies involved in reform compliance attended the workshop. MoHUA officials also carried out a site visit to areas identified under the neighbourhood and historic core development plans, providing an opportunity to showcase Kerala’s preparedness and vision.
