The District Planning Committee (DPC) has been created as per Article 243ZD of the Constitution of India at the district level for planning at the district and below. It was constituted in accordance with the spirit of the 74th Amendment of the Constitution with a specific role in plan preparation by Local Self-Governments (LSGIs), approval of local plans, providing suggestions to LSGIs, monitoring plan implementation, and integrating them at the district level while ensuring their linkages with the state plan. The DPC consists of 15 members, headed by the District Panchayat President, with the District Collector serving as the Member Secretary. Of these 15 members, 12 are elected representatives from the District Panchayat and Urban Local Governments in proportion to the rural-urban population in the district, while one member is an expert nominated by the Government. All Members of Parliament (MPs) and Members of the Legislative Assembly (MLAs) are permanent invitees to the DPC, and all district-level officers serve as ex-officio Joint Secretaries. The District Planning Officer and Joint Secretary (Coordination) assist the Member Secretary in convening meetings, preparing agendas, recording minutes, and handling other secretarial duties. The constitution of the DPC has been carried out every five years without fail in the state, alongside elections to Local Self-Governments. For metropolitan areas, a Metropolitan Planning Committee is to be set up to serve a similar purpose.
